Elevate Figure Skating Club follows a well-structured Conflict Resolution Process, ensuring fair and confidential handling of conflicts among its members. The board is empowered to address conflicts, aiming for swift resolution while respecting due process.
The process entails the following key steps:
Initiation of Complaint: Members can file a written complaint against another member for bylaw, rule, policy, procedure, or behavioral violations. The complaint should be submitted within 15 days of the incident, infraction, or discovery.
Complaint Contents: The complaint must include the complainant's details, contact information, U.S. Figure Skating membership number, and signature. It should outline the alleged violator's details, the specific rule or guideline breached, facts surrounding the violation, actions taken to resolve it informally, and the desired outcome.
Review Panel Formation: The club president or officer receiving the complaint appoints a review panel consisting of three unbiased individuals from within the club, unrelated to the incident. One panel member is designated as the chair.
Notification and Response: If the complaint is accepted, the accused member receives a copy of the complaint. The review panel's members are disclosed to both parties. If a conflict of interest is suspected, an objection can be raised within three days. The panel member's replacement is determined by the club president or officer.
Response from Respondent: The accused member has ten days to respond to the complaint in writing. This response is shared with the complainant.
Investigation and Decision: The review panel schedules a meeting with all parties within seven days for a comprehensive investigation. The panel then presents its findings and recommendations to the club board within seven days of the last meeting. The board can adopt, modify, or return the matter to the panel for further investigation or recommendations.
Final Decision: Once the board's decision is adopted or modified, it becomes final. Both parties are informed of the outcome within seven days of the board's action.
